does the vin numbers on the dash match the vin on the fender tag core support and in side the trunk on a 68 dodge dart

No , the VIN is only on the dash tag , the SO number is on the body and the fendertag , you need the broadcast sheet to tie the 2 numbers together.

No, as already said. The matching vin/serial on the body started with the '69 models.
