This was in my kit SoffSeal kit along with the foam taillight, marker light, door handle, rear view mirror, key lock, radio antenna mount gaskets etc. There are four. What's it go under?

under the door panel on the window regulator shaft..

I'm not at the car so guessing it's about 1 1"- 1 3/4". Hole is about 3/16". It's leasing on a Teflon tape roll cover.
