New project, odd decal on it question.

New project, odd decal on it question. - 11/09/13 11:51 PM

I just bought another truck to restore, it is a 1978 Dodge D150 Adventurer SE stepside D code 440 truck. It is a very early production truck built in 7 of 77. It is vin number 100021 the 21'st truck off the assembly line at the Warren plant. The truck is optioned pretty heavy and is a bright color Sunfire Orange. It is rare being one of only 74 for 1978 1/2 short bed 2wd 440 trucks then being a stepside Adventurer SE that makes it even more rare. My question arises from a odd decal located on the radiator support. There is an emissions decal that states it is exempt from emissions law but then goes on to say that it must be removed from exempt status before it can be shipped for sale. Why would they build a vehicle that they couldn't sell? My opinion is that this truck might have built as some kind of show vehicle preproduction for auto shows or sales pictures but I really just don't know. Has anyone ever seen this decal before or have an idea of it's meaning? Any and all comments would be welcomed.
Thanks

They sold a bunch of Dodge trucks from that era to the CALTRANS (California Transportation Department) all painted in a bright orange, I believe they were EK2 Vitamin C/Go Mango Orange but it might have been some oddball special order color. Maybe it's one of those or one like it? Vehicles sold to the Gov commonly had exempt status for various reasons.

It's been proven that VIN number order does not mean exact assembly line order. Could have been built before the 21st truck or after the 21st. But typically near that area.

Is there a date on a vin door sticker/plate or anything?

That would be the 21st "assigned" VIN. Could've been the first '78 truck?

I would guess it's either a pre-production "pilot" truck or an "introductory SHOW unit". Poster Child (ad truck) for the '78 "ADULT TOYS"?

Got pics of other info tags, decals?
