Wiper park position

Been asked if my park position is broke on my survivor '83 Mirada CMX and I don't know how to correctly answer. It doesn't appear that the wipers ever parked down over the stainless as there are no streaks on it like on my Challenger. How do I tell if it isn't going into park position? How to fix if indeed it's not going into park?

I would start with a factory service manual, but if it doesn't bother you as is, might be best to leave it alone.

Are they intermittent wipers, or three speed?
