Certified speedo on a '65 Belvedere 11 convertible

I just bought a '65 Belvedere 11 convertible and noticed it has a certified speedometer . The guy I bought it from had it since 1984 and bought it from an estate auction from the original owners family. Could this be a factory screw up?

I suppose that would be possible, but the odds are better that it's not the original speedometer.

Actually, Bill, I didn't - or don't remember - was that its original speedo?

Steve,yes it is the original,18.5 K miles.sold new to the Kansas Forest Svc.,also had 15 x 5 1/2 wheels,3" drum brakes front and back and 6 leaf springs,6cyl stick,9 passenger,radio delete.Have documentation from Chrysler Historical stating one of two 9 passenger Savoy's built,both special order,both shipped to government/state agencies.
