per one of GG's little white books....355 JS23N0B 3-speed cars were shipped in 1970.

I believe there were 150 made, base model was 383 3 speed.
Iv'e also seen 383 3 speed Cuda's

I owned a 70 Cuda 383 mag 3 speed on the floor.Panther pink with black interior and a gull wing. I did change the color though

So could it be an R/T and a 3spd from the factory? I thought it would be at least a 440hp 4 speed if it was an R/T

The STANDARD transmission in all of the non-440/non-HEMI powered '70-'71 Mopar musclecars was the manual 3-speed.
'Cuda, 340 Duster, Road Runner, Challenger R/T, Swinger 340, Super Bee.

There are exceptions, the T/As & AARs had the automatic or 4-speed as required options.

Yes, 383 R/T's in 1970. I remember reading somewhere the 3-spd tranny gave you a cheaper insurance rate. (Really takes the fun out of banging 2nd gear.
