Just the scoops are black. It was part of both Spring Special packages. I like V21 and V24 on all cars, not so much on the the 69 Bee.

Gloss black, semi gloss, flat, or same as 69 Road

So then the only way you got V21 on a 69 Bee was with N96 option. Is there a V21 without N96 on a 69 Bee or R/T?

How about "V23" on a '69 Coronet 500 convertible. 
I'm not so sure there wasn't a "V21" for the non-N96 cars. The post-A12 end of the '69 model year had a handfull of not well known (or understood) OPTIONS: the "Spring Special" packages, paint, hood pins, etc..
Were there any factory RWL cars besides the "Spring Special" 383 Road Runner & Super Bees?
