Can the front end of a 73 Dart Swinger two door be changed to a 70-72 front end? If so what would be needed?

Yep.

I've got a 73-76 A-body front end under my 68 Barracuda.

You can mix and match certain things.

Let me re-phrase that question. Can the front end as in hood, fenders, bumper, lights be changed?

Yes. If you have the entire clip from a '70-72 car it's a bolt on. Hood, fenders, hood latch support, grille, bumper, and valance. If you buy pieces one at a time there will be some fabrication needed to line up different brackets. You can change the doors if you want the vent windows.

How much difference is there in the rear tail panel area?

Different rear bumper on a 70 vs. 71-73.
