Heater vents '95 stratus

Hello,

My friends 95 dodge stratus vent control does not work. It will only blow heat out the defroster vent; when you move the vent selector it does nto do anything.

Is this vacuum operated and maybe the hose fell off or is broken..

Anyone have any ideas?
