..what is the best paint/primer to use for satin black hood treatment?

If by "best" you mean top quality, i can't answer that one. If you want cheap, Vansickle satin black looks really good but it may not hold up well. I used it on my Duster hood with the intention of it only being a temporary finish. A friend shot a whole Scion with it, so time will tell whether it chalks up ,peels off, etc. If you want top notch durability, probably any good urethane with flattener added would be best.

Use the same brand primer as your paint.. Hard to beat Krylon..

It was dusty for sitting disassembled. When I got the hood/fenders on a week or so ago I went over the hood with Meguiar's quick detailer. Sprayed, wiped with towel to get dust, wiped with another towel to clean off haze. Looks great.

I have sprayed Rustoleum Satin Black with a gun with great results. Thinned it with a little acetone. It coats very well and by using low enough pressure you can actually get a little bit of the organisol texture to it. Plus, it is really hard to beat the price

Another vote for the "SEM Products Color Horizons Hot Rod Black" Used a couple of times. Comes out pretty nice.

i thought that I had read the hood treatment was done in organisol. This was in reference to a 69 roadrunner. Should it be Satin???

You are correct Organisol was used originally. I think these guys are not concerned with original, just looking to paint a satin black accent on the car.Here is organisol on the hood of my 70 RR

Could you use Base Coat and then a matte clear? I am trying to figure this out for a paint scheme on my father's 74 Barracuda (aar style paint)

yes you can but unless your a painter with the tint and binder and hardner its a little bit to get the right look. I've used base and flatner tint in the clear with good results but do sprayouts of the mix before you paint the car.
