Its just aluminum, so you can weld it, but wow that a nasty one.

No you can't weld it, It should be replaced.

No you can't weld it, It should be replaced.
It can be welded,have done more than one.You need somebody that is good a tig weldrer,most work is the finish machineing.

looks like it's cracked between the bores too?
Is there anything special about that base plate compared to other Holley 4-bbls?
You may be able to get another base plate at a swap meet or junk yard? I sold some old carbs at the swap meet really cheap just to get rid of the clutter.

That plate has a provision to mount an idle solenoid,most don't.

it has bigger secondaries than primarys 
and it has a vacuum fitting for the ac at the rear.
