Rack and pinion steering problem!

I posted before that I have a 37 Dodge truck street rod with a 88 Dakota front end. The rack steering is new with the factory pump. The power steering is the same feel if truck is running or not. Any ideas what my problem could be?

So is the pump new also?
Sounds like the pump isn't making any pressure.

The pump is 1988. Worked when it was in the downer Dakota. How do I test the pump? Need some help!
