Steering column cone, how does it attach?

I don't believe I have ever taken apart a floor shift steering column and cannot figure out how the cone that is beneath the steering wheel attaches to the housing. Is is pressed on or is there fasteners that hold it on? The one on my colum spins and I cannot figure out how to attach is permanently!

I just looked at another column I have laying around and see two capture nuts on bolts, that must be what is missing on mine!

Either that or chewing gum.
