Question about 70 Dart rally dash

On a 70 Dart rally dash that has the cigarette lighter on the face of the dash to the right of the radio, is there still supposed to be a lighter in the ash tray receiver? If not, is the lighter hole supposed to be open or is there supposed to be a blank cover plug on it?

I can tell you mine just has a hole in it. Don't
know it that is factory or not, but my lighter is
in the dash like yours.
