What cars could you get an original factory Tuff wheel?

ya 71,2,3, and on A and B bodys, 71's had the soft horn pad, late 71's and on had the plastic horn pad, then in the mid 70's a padded horn pad reappeared but they are different then the very hard to find 71 pad. In the pic is a 71 only horn pad

I've only ever seen them on 71 swigwers
