04 Neon cruise/wiper problems

Hey guys. I have two problems. First, my cruise in my 04 Neon no longer works. The cruise light will go on but once you press set,nothing happens and the light goes out. I unplugged all the plugs to the computer, disconnected the battery for 1 hour and still nothing.
At the same time, the cruise went out, my wipers also acted up. The problem there is when the car is running, the wipers will not turn off. They are in low speed. The arm control inside does not do anything regardless of position or on or off. The wipers just keep going. So I pull the fuse to stop them. On a whim, I put the car in ON position and the wiper functions completely work normal-hi, low, delay, mist but the fluid doesn't come out. What the heck?
Wondering what is going on? Related? Not related? Any help would be appreciated. Thanks.

My guess would be that you need a new control stock or maybe clock spring assembly. This seems to be the common peice here between the cruise control and wiper issue.

Not too bad to replace, you do have to be careful when you pull the airbag from the steering wheel to get at it.

I seem to remember having to change out the control stock/clock spring modules when I added factory cruise to my '02 Neon.

Wipers don't go through the clockspring just the cruise. Possible you have two unrelated problems.

True but I think that control stock module would be a common link here. That would be my first guess.

It's not the clockspring. When it's bad , the horn & cruise does not work at all and the air bag light comes on.

The cruise light will not come on if the CS is bad. Problem is elsewhere.
