Just wondering if there is an additive to fix this or what other trick is there. The transmission has been rebuilt and only has probably 30 miles on it. The governor itself has been replaced and cleaned twice by a reputable transmission builder and the second time we went to a more weighted governor but, it is still sticking?

I'd think they checked it for burrs hanging it up. Kickdown length good? Yes how's it acting
I am thinking it could be a valve body but, not sure there. I just want to say that when the car is floored it will squeal the tire from a dead stop and the WOT shift point 1st to 2nd gear is 45-50 mph. Flooring from 40 mph or even 50 mph and the transmission will downshift as prompted. From what I have gathered this is a bigger issue on the 904s than the 727s.

when the governer weight was explained to me----i was told if you accidentally put your tranny in low and took off that the govnr would override the valve body and force the 1-2 shift at the set rpm 4000,4500,5000,6000 as determined by the weight of the governer----i would suspect a valve body shift kit problem----have your tranny guy toss in a bone stock unit for a quick tryout---bob

You need to install a test gauge on the governor pressure test port to verify that it is a governor problem and not a stuck shift valve in the valve body; if the governor has been serviced twice I'd be inclined to think the problem is a sticky 2-3 shift valve plug.

Doesn't sound like a governor to me. More like a valve hanging up in the valve body.

i went thru this on my 65 coronet. i did the governor change stuff, valve bodies, cussing a lot, and guess what? the kickdown linkage was too tight and when everything got hot the kickdown lever wouldn't return to the closed throttle position. otherwise i didn't have a downshift at a stop. look at this carefully before you get into the tranny again.
We already went through with that. It's just one of those things where the problem can't be fixed other than replacing it with another unit so that's where it is going to stand at.
