Holley fast idle cam?

I have never gotten along with Holleys so haven't played much with them but now the newest addition to the fleet has one of the danged things on it and of course it has an issue. The fast idle cam/lever behind the choke (electric) housing does not drop down/forward so the engine can't come off fast idle. I've removed the choke and everything on the rear of the housing seems to operate freely including the fast idle cam, but it's free floating and I'm wondering if that's correct. By free floating I mean there's no springs or other device to cause it to fall (off fast idle), it appears that gravity is the only force at work. Is this correct? If it's right, then what can be done to cause it to rotate/fall to allow the engine to idle down?? Other than this it actually seems to run pretty well so I'd rather not change carbs just to get to the type I know.

spray it with carb cleaner to remove any residue and it should free fall from its own weight !

That was my plan, but wanted to check in before I reassembled it since it is just plastic and really doesn't have any weight to it at all.

The choke itself has a bi-metal spring to close the
choke blade and via linkage it lifts the plastic choke
cam... as the bi-metal warms it allows the blade
to open... it can be full open but it wont come off
the fast idle cam UNTILL you touch the thottle...
at that point it should drop... clean it good to make
sure theres nothing binding on the shaft to the plastic...
if it drops and it doesnt idle back down the fast idle
screw could be in way to far
