clean and degrease well, try SEM Landau black aerosol. Should work fine.

It's a dry heat
Dyeing a steering wheel is not a good idea.
Its only going to be a matter of time before it starts peeling off the rubber

And, if all goes well..Meaning you clean the wheel thoroughly, use an adhesion promoter, and do everything correctly you'll still eventually "wear" through the dye and the lighter color will show...
