Federal law requires all factory smog equipment to be on the car and functioning but they leave it to the states to enforce. Tree huggers in CA need to be forced to live with NO post 1800 conveniences or pay the state a huge fee to submit their 'lawsuits for the environment' to the courts. They misrepresent their true objectives to the public (in my opinion) in order to get members paying dues.
