Back at the steering column...We fixed the yellow wire...

Which wire for the ignition should be constant power with the key in the run position?
The blue/tracer or the brown.
At the switch connection I have constant power with the key on, but at the firewall I have no power UNLESS I turn the key to the start postion and hold it, then the blue wire gets power at the bulkhead and the engine runs ONLY if I hold the key in the start position...

You need to tell the owner of the car to buy a shop manual . Isthe ballast resistor ok ? That is a sign of a bad ballast resistor.

I have the shop manuals...The issues make no sense. I've had great help here in the past, that's why I return with these questions.
I checked the ballast resistor first, I now have it by-passed and it makes no difference....My problem is inside the car, before the power exits the car.

blue/tracer. See if it's hot at the back of the ign switch if it's in the dash or at the dangling connector under the steering col if the ign sw is in the col then see if it's hot at the firewall half of the bulkhead. This is w the ign sw in run "ign1". If so continue downstream
