i need lca,bj,tr, ect ect .i dont have a manual for a 61 newport,but have newer books .would a 73 and a 61 be the same?as far as torque values go?

As long as the bolts are the same size and thread pitch the torques should be the same .

the ones that really concern me are the lca bushings nut.the tie rods and ball joints should be close .the torsion bar adjustment is at the rear,not in the arm itself as with newer setup. im guessing as tight as i can get them on the lowers?

As John says, fastener torque relates to bolt size & thread pitch. Bolts actually tighten by stretching, which causes interference at the threads. The exception is when you want the object being held to have some free play, such as spring eyes & shackles for drag cars; in that case, the low side of fastener torque allows those items to pivot more freely. For a street car, there's generally enough rubber squirming during use that free-play isn't really an issue.
