What are they? Are they any good? I just found a set in a parts car. They look like closed chambered heads. Should they have hardened seats ?

67 low flow heads. Won't have hardened seats if still original.

MOPAR HEADQUARTERS IN ALDEN NY
there are the same closed chamber as the 915 hp 440 heads, just they have small 1.60 exhaust valves, with seats and 1.74 valves installed same power as the 915s,with 2.14/1.81 valves installed they make huge power, if your gunna do iron heads they great heads and cheap. i get 100-200 per set complete

WRONG!
The 516 heads have a port shape more similar to the 452 casting. Only the 906 & 915 share the same port shape.
If you can get those to perform better than my 915's I'll buy them off of you

They are a decent head for a streeter/cruiser. Do you HAVE TO HAVE hardened seats? ..I would say no if you are not going to be using it uNder a high load situation like towing a car trailer or something like that.

they will work but you'll need to have them worked. Stock units are good for a stockish build.
