What I would do is throw that one in the garbage and spend the extra money to get the better quailty reproduction available that come with the clips already installed
You'll save yourself lots of trouble.
BUT
Since you most likely don't want to do that, here's what I did when faced with the same low quality crap years ago...
Lay the rubber on the cowl with the opening facing the engine.
Try a couple of pieces of tape maybe to hold it in place.
Then with a marker (I used an yellow China Marker) carefully mark the locations of each clip.
Then working carefully with the rubber off the car you can install the clips by pushing the pointed parts into the rubber and I used needle nose Vice-Grips to fold them over. This was a very pain-in-bum process that took for ever. Don't be surprised if the pointing parts bust off.
