It cools down on the highway because of the extra air going through the radiator and a constant relatively low (like 2400 in your case probably) RPM.
My temp gauge goes on and off all the time, who knows how accurate they are either? Thats why I have the aftermarket gauges.

Sometimes running lean has a distinctive smell (for me it reminds me of paint thinner or stale gasoline)

more likely a cheap thermostat. They almost all are cheap, and when they open, they should stay open, but I'm sure some have a hard time keeping steady state, and probably open and close to some degree during operation.
