What does everyone recommend for base timing and total timing on a stock 69 RR 383 with a very light cam? Stock carb and stock manifolds. What are the ranges?

I would set the initial timing to 10. Do you have degree tape on you balancer? If so you can set the total at 2000 to 2500 rpm to 36 to 38 degrees.

Only if the distributor is curved to have the mechanical advance full advanced at that RPM. Can't set low RPM total without recurving.

Clean it, if it's Dirty. Oil it, if it Squeaks. But: Don't fix it, if it Works!
