Are the lower pan and front shield bolts on a late '70's A-833 O.D. bellhousing supposed to have their heads painted? Were the pan and shield painted after being bolted to the BH or before?

Also, what do the correct lower pan bolts look like?

The Bellhousing and shield were bolted to the engine before paint. Typically there was not too much paint towards the bottom of the cover but I have seen that area anywhere from 30 -90% covered in engine paint. The engine oil pans didn't get much paint on the bottom of them either. On small blocks I have seen the clutch fork rubber boot painted as well.

The bolt heads in the yellow survivor T/A "look" shorter than the ones gtx6970 posted. Are they shorter. I've heard of someone considering or did can't remember) grinding down the heads on their 4spd car.
