It'll work either way. Although in thoery if you put the valve after, a small amount of heat would still be able to make it to the heater core. But probably not even enough to warm up the heater box, nevermind the cab.

makes no difference but I would prefer to block the inlet line,just keeps me thinking correctly about what I am trying to do & that will affect me in dealing with other mechanical difficulties.If one particular hoses' routing would allow you to mount the valve to the fender easier that would be the hose I would pick & while you are cutting/splicing you might just check that the right hose is going to the inlet side of the heater core this made a big difference in the amt of heat I got in the cab in wintertime though right now that's probably the last thing on your mind!
