Question says it all. Should I prime the bumpers just like body parts? Special chrome cleaners? Or just go for it?

Scuff up the chrome finish until there is no shine. Use a self-etching primer then primer surfacer ( If possible tint primer to the color of your final finish helps hide paint chips) then do your color coat and clear if using basecoat/clear system.
