OK. The reason I asked is that the AFB style carbs tend to act like that. Our Max Wedge Savoy does the same thing on the street during aggressive braking and even on the shorter shutdown areas at the mom & pop racetracks.
As mentioned above, try the jet extensions and maybe a vent tube baffle on the Holley.

my guess was going to be float level too high, flooding the engine. How does it act on restart? Does it light off instantly, or do you have to crank it a little to catch?

No, sorry, I'm not smart enough to post a pic here. Get into the Summit or Jegs web site and type in carb jet extenders, etc. The ones I got came as three pairs, each pair slightly different length. They push over the outside of the jet screw but you may have to warm them a bit with a lamp, etc because they are very tight.

""I am pretty sure you need notched floats with those jet extenders""
Yes, you need the notched floats. See by the picture how deep the notches are into the float?

I have the exact same problem on my 68 Dart with a Holley DP carb. One day with the hood and air cleaner off I saw what the problem was. When I braked hard, I saw gas was sloshing up through the vent tube, which was flooding the engine out (unless the idle was kept up). I have since heard of other people experiencing the same problem.
Fuel sloshing out the vent and down into the venturis can be cured with a 'vent extension tube'. It fits on the inside of the top of the fuel bowl and acts as a 'baffle' for the vent. Don't have a pic but it is a flat, black plastic tube about 1.5 inches long. This is different than the jet extenders which prevent the jets from being uncovered.

Thanks, I didn't know those were available. After adjusting the floats didn't help, I thought about extending the vent tubes upward outside of the carb.
