I have a new small block water pump I purchased from Chrysler 24 years ago. Do you think its OK to use?

It would depend on the environmental conditions of storage. Humidity being the one I would be concerned most with. Was it in the box? Put it on and try it. Use a good antifreeze/coolant with water pump lubricant or lube additive. Just don't go too far from home until your sure it's ok. YMMV

I painted it when I bought it and put it back in the box. It was keep in an unheated garage. There is no evidence of corrosion. I was concerned with the possibility of hardened/leaking seal.

good luck. It may work just fine since its was brand new. I had a slightly used one that was sitting for 10 years and it leaked like a sieve when I installed it.

and the starter that had previously worked all of a sudden (after 10 years) didnt work either.

In my case the seals dried out and leaked. maybe the shaft got surface rust on it. on start up, the seal got destroyed.
