Has anyone seen this sticker and book before. And know where I can get a copy of either one?

I have seen the books and decals affixed on many 1970 E-bodies that were in California.
I believe that the state of California issued these in or around 1971/72 as a method of reducing smog on the 1970 and earlier model year cars.

If I recall there was also a decal placed on the valve cover of the engine stating the NOx reduction as well.

Definately not Factory installed! but a cool piece of memorabilia

I have not seen anyone actually selling the books lately - you might try one of the "car book" places in CA that specalize in older factory manuals. They are often at many of the multi car make shows or online.

I heard that they put them on a the dealer, and could be affixed anywhere on the dash gauges.

These were NOx retrofit kits. Cars from 1966-1970 had changes to meet HC and CO standards (some of the first real smog laws after the PCVs). After testing them again, and finding that they had the opposite unintended effect of raising the NOx emissions, the state of CA decided to "retrofit" these cars to lower the NOx emissions. The retrofit took place when the car was transferred to a new owner or brought in from out of state. There were a number of approved kits, but the cheapest was the most common. That's the one shown. It consisted of 2 vacuum plugs, the decal for the speedometer, and the book. The instructions were to retard the timing and remove the vacuum hose to the advance on the dist. and cap both fittings. Now you know why so many people hated smog stuff back then.
