To put a Kelsey Hayes 4 piston setup on my 69 Dart can I use my existing (10" drum) A arm or do I need to change it out .

Your upper control arm is the same for drum brakes, or disc brakes.
Leave it alone.

fyi, iirc(been awhile since I did one) the disc spindle will use 9/16"(lower) bolts as opposed to the 1/2" ones on the drum spindle/LCA but you can drill out the orig drum LCA to use 9/16" bolts to fit the disc spindle. The lCA has plenty of material & it is real soft & very easy to drill. If you are not rebuilding everything you could pull the LCA & redrill it out dead straight on a drill press in 2 minutes. I would use the correct puller for this as opposed to a pickle fork & if you put your ride height back exactly to where it orig was you would not even have to realign it.

The spindle does not directly attach to the LCA on a Mopar. It bolts to the lower ball joint....

Yes my mistake, I meant to say redrill the LBJ out to 9/16" not the LCA
