FYI, Here is a pic of a 1964 Savoy Police car. Sorry, but I don't have the the VIN for the car. The 393 Body code on the tag, denotes that it is a V-8 4-door Sedan Police Car. In '64, Y9 also indicates police or taxi service when the engine code is not 08/09. When the engine code is 08/09 and Y9 is present that indicates it's an aluminum front car.

Super rare cars, have never had a 63 but a 64 Plymouth I had had sway bar and 11 inch brakes. Would be very very surprised if it was a factory 4 speed car, most cop agencies got auto's and if they got a stick it would be 3 on the tree. Any fender tag pictures?
