When the hard vent line that is from the 3 nipple breather which runs down on top of the frame, is it attached to the frame by a fuel line clip? There is a hole that looks like for a clip. I took this pic from another 70 Charger.

No there is no clip on the top of the frame rail

1971 B's will not share the same details as 1970 B's.

Many 1970 model year details are unique to the model year.
