what is this plastic thing? a restricter of some sort? filter? check valve?

Any better shots as to it's overall location? Just looking at that, it look like a bowl vent of some sort.

Looks like an old delay valve.They used them a lot back in the day to delay vacuum so say advance etc didnt come in as quick.IIRC I might have some ones that I removed from cars.Mostly used for ERG IIRC.Rocky

and as far I know is:

Idle Enrichment (IE) system:
75-81. This is a driveability enhancement. It supplements the choke function by allowing an even richer mixture during the warm up period to improve driveability. This will appear as a small attachment on the front bowl cover that has a vacuum port that connects to a coolant temperature sensor (CCIE), then to manifold vacuum with bleed. It will also be plumbed into the EGR delay timing system.

I’ll hace to trace all the lines and see if it’s hooked up everywhere.

It's an air filter for the power valve. Clean it good, and you should be able to see Bronze. in a circle.

Like Nacho said, it's a bleed valve to prevent vacuum from being trapped when solenoid valves close. The filter prevents dirt in the air from entering the vacuum lines.

As was said its a bleed off valve for the Idle Enrichment System. It uses either a coolant vacuum switch or a solenoid to control the vacuum to the valve in the carb that controls an idle air bleed so at times it can richen the idle circuit some more when the choke is on. When the vacuum valve or solenoid closes it could trap some vacuum in that system and not let the idle enrichment valve turn all the way off. So its basically a very small vacuum leak when it has vacuum applied to it. But its so small that it does not bleed off enough vacuum to stop the enrichment valve from working. And it will bleed off any trapped vacuum when the vacuum valve or solenoid turns it off. It has that small brass type filter to keep dirt out because the hole can plug up real easy since its so small. I don't think I have seen one for about 30 years. Ron
