No, each lenses kind/setup get its own housing! All interchanges between any year of bumper but as full asembly thought

Some diff numbers can be related just to diff finish, like 72 or 73/74 SEs againts standards of its same years where SEs got chromed accents, and 71 RT-500 with 72 Rallye which are the same just louvers painted black on 72. On these both examples, assembly parts interchange even with diff PNs

If I have 71 charger r/t tail lights and bezels and need housing it must be 71 or 72 housings?

Just 71 R/T or 500.... or 72 RALLYE

71 Superbees with body coloured bumpers got also the R/T tailights setup

I have 71 r/t tail light bezels and lenses only and need housings...what year housings do I need for them to work correctly

As mentioned above, You have to have housings from a 71 R/T (or 500) OR 72 Rallye. Those are your only options.

The '71 R/T housings are metal and the base/Coupe/SE housings are plastic. The wiring between the two is slightly different with respect to grounding.

yeah, well, but that doesn't affect... will plug on same trunk plug/body wiring harness, and ground screw into the same location(s) when needed.

I don't know. I assume they are. It's unlikely they'd re-engineer that part for one model year.

yeeees... both are the same asssseeeeemblies, just the louvers are "diff" because Rallyes are black finished.
