This was in the trunk of my 70 Charger when I bought it. Obviously not correct for the car, but does anyone recognize it's application? Looks like it could work a dual purpose for under a bumper, and the also the hook looks like it's for the slot on 71+ later cars(so equipped)

i have to agree with being a "fitzall" from the parts store. the hook has a slot in it to allow the hook to slide out of the way, correct ?

Yes, that is correct(moparx). For being a "multi use" jack, sure looks like it was probably not cheap for an auto store part.
