Well, finally I can replace the front bumper on the 69 bird and not sure how to go about it; do you put the brackets in the bumper first or into the body first and then attach the bumper? It seems that the outermost bolts cannot be reached from the inside when you install the brackets first, but I might be wrong. Maybe you could put the brackets in with only one bolt so you could rotate them downwards and then attach the bumper. In summary, I could use some advice from someone who has done this before, so any help will be appreciated, thank you!

Bolt the bumper to the brackets, then bolt the assembly to the frame. This applies to both front and rear.
