Does anyone recognize what this carriage bolt is for? I actually have a pair of them, so I wondering if they were used in pairs. Also notice the cotter pin that is located at the bolt head end and what purpose would that severe?

I'm going to guess parking brake cable adjuster. Usually they have more threads than 2". I'm going with the spare hold down crowd.

as i said, it may not even be a mopar part at all. the parking brake adjuster usually have twice the threads as the bolt shown, and most are 5/16 thread. what thread size is the bolt pictured ? You might be right at that. I have had the pair for sometime and I have know idea where I got them from. There a chance that it might not even a automotive part... The threads are 5/16"
