Westleys Bleche Wite old formula before Black Magic bought them out and changed the formula has worked for me when I did something stupid... I now use Simple Green.

DO NOT USE STEEL WOOL ON THE VINYL SEAT !!! Doesn't matter how fine it is it will scuff and be noticeable. Same with a scotchbrite pad. I've done it more than once using XXXX grade steel wool on vinyl seats, door panels, armrests, etc. Keep the area wet the whole time and don't press down hard and it's no problem. Within a second or two you'll know if it works or not, and if it's not coming off then stop. If you lean into it with anything abrasive then yes you'll scar the vinyl. I'd rather do it this way first than with some harsh solvent that can pull color from the vinyl. At some point if it doesn't come off your best bet would be to buy vinyl dye and apply a light coat to cover it.
