I've only seen one 70 HEMICUDA without a skid plate in the almost 40 years I've been playing with E bodies

Sort of unrelated, but I had a 70 skid plate k-member, v-8 non hemi, with a 70 383 non skid plate part number and 70 model year date code. Was in a 69 383-4bbl charger that had one 70 sway bar lower control arm and one 69 sway bar lower control arm. 69 Charger had 69 bendix disc brakes too. Could it have been an over the counter replacement from a collision repair? Not rusted at all and under the black paint was a grey paint.

I really dont believe it was from collision repair, as the car is all original paint numbers matching and with a very detailed history of every owner, are there any other numbers on the k member other than the "coins"?

A k-member could need replacing without anything touching the paint or frame/body.

But I just mentioned that k-member I had as an example of one that had(or didn't have) features that matched the part number on it. As if it was build not how it was intended possibly.

Of course that is always a possibility, just seems pretty unlikely for a car of this condition

No, it is B5, no vinyl, automatic car, still currently owned by the second owner (purchased in 1983), New England car, currently has just under 10K in original miles on it, nice original, garage kept, hasn't been registered since the late 70's

Forgive my ignorance but where would the date code be located at on the k member?
