Question about base coat with clear coat. Looking at a car that has orange peel in the paint. Is the orange peel in the base coat...or the clear coat ??

Can it be sanded out to eliminate the orange peel ?

Probably a little bit of both, but if there is enough clearcoat on the surface it can be wetsanded and polished to a mirror shine.

Are we talking new cars, one you have painted, or an old car you bought with paint like this?

this is a extremely vague question.
it can be in both the base and the clear. it could also be in the sealer coat also.
it's most likely in all 3.

it depends how much clear is on the car to sand it out. you need at least 2 mils of clear for long term durability. chances are there won't be enough clear left after sanding and buffing.
if the peel is in the base the color can look odd with smooth clear over rough base.

If it has clear, the orange peel you see is the clear. Yes it can be wetsanded and buffed to get it smooth. I wouldn't use anything more course than 1500.
