If you have any interest in an M1 intake and a larger throttle body let me know.I have acquired stuff for my 5.2 Grand Cherokee and have since sold the Jeep.I will be listing parts soon.

First thing to do is air in/out.I would start with the K&N cold air intake and then improve the exhaust.A high flow cat and 3" single exhaust will wake it up.Headers a little more. Then you can look at intake/1.7 roller rockers/cams/Throttle bodies, etc.
Edit;A good basic tuneup of plugs/wires/cap/rotor/fuel filter(if external)is a good place to start before hopping it up.

What's your budget? An M1, some decent mid-length headers, and a cam, along with SCT to reprogram the PCM (total investment ~$1200 total, will net you an easy 100hp.
Those mods on my 318 Dakota had it running mid 14 sec 1/4 miles (with 2.3 sec 60' times due to slippery street tires...with traction, low 14s were possible.
Those same mods with a 5.9 has my truck now running low 14s, and still traction limited.

A 2bbl m1, and a stock-ish cam will still tow fine too. Essentially you lose no bottom end and pick up substantial power from 4500-6000 rpm.
If budget is a concern, start with just SCT. For about $400, you get unlimited tuning. This allows you to make a considerable gain on otherwise stock hardware, while allowing to retune as you make other mods.
