We dealt with rust, heat, and water a lot in the steel mill and sometimes we would have to tighten something before it would break loose.

If I remember right those plugs have a rubber o-ring around them as they are not pipe thread.
Still wouldnt matter if it is the O-ring style.. see if he can get the area to expand

If all else fails and if you were planning on a 1/4 inch petcock you could probably center and peen and then drill it with a 27/64 drill bit and tap it for 1/4 inch pipe thread. See if the fitting or pipe nipple fits in the 5/8 allen slot. My preference would be a hex nipple to a pipe collar then the petcock. That would step it out some if you have the room.

If he cant get it out he might want to drill and tap it for a 1/2" pipe and put a bushing in it for 1/4".. that would clear the hex easy

Thanks for the suggestions. It is a tapered 1" NPT. Drilling and tapping for 1/4 pipe will work if I can't get it out. If I can get it out I have 1" to 1/2" NPT aluminum bushings with 1/2 inch petcocks. Will try some heat and hit it with my impact.
