With a stock '74 318 you should be able to get a dead smooth idle at a low speed (~600 or so) & set the initial at 16 with the 1" strip of paper. You might shoot a blast of starting fluid in the idle mixture ports & check reluctor gap and spark plug condition on the starting. Is this a divorced choke in the intake? You might hold the coil wire 1/4" away from the intake while a helper cranks it with the key & see what the spark looks like.

I think the carb needs gone through. This car has sat at least 2 yrs

A blast of starting fluid cleans pretty much all of the idling circuit & that's the only circuit in use at a proper low idle speed. We just fired a 69 valiant with a 383 that has been sitting for 2 years. It idles a bit rough (likely from the gas that was not treated to Stabil) but it's workable. Good luck with it.

I'm going to get the starting fluid. I'm trying everything you are saying. I still need to understand why when hot, with the butterfly open, it will not start. This is the main issue.

When you say initial, you mean vac disconnected idle speed in gear or out?

(1) I'm still thinkin on that (2) Actually connected (to ported) in gear (Ebrake on) which is what the eng will see at the stoplight and at a slow idle speed the vac adv can would not be activated (but check by unplugging and capping the hose & see if the marks retard. #1 get a reasonably slow idle speed so you ain't in the curve & with a stock 318 it should be that way

coil had a dent in it, lugs 4 and 6 were fouled.

New coil, regap all plugs, new plug wires. Will let ya know

last question. I put a clear fuel filter on to check fuel action. After I shut the car off, something is sucking the fuel out of the filter. it goes dry.

Just gravity sucking back down towards the tank. Replace all the rubber hoses and clamps from the filter to the fuel bowl to keep air from getting into the system and allowing it to drain back. It still will over time, but it is not right to do that quickly if there is no leaks to allow air in.

Have you ever watched your mechanical fuel pump pump fuel? In this clear fuel filter I watch the gas coming in and it is a dribble. The filter never fills. The stream from the fuel pump is like a faucet left on barely cracked open. It is steady but only a little bit. Also, the hard line where it makes a 90 and turns into the arb is narrowed in the middle of the 90 bend. I wonder if this thing is starving for fuel is why it will not start hot. My other kids car had way too much gas. This one does nto seem to be getting enough,.
