How much does the car weigh?
Being a B body, its probably on the heavier side, you would be a good cantidate for Stiff side wall slicks in my opinion, and possibly tubes as well.

CalTracs hit the tyre some, you could try slowing down the rise in the rear (Hi numbers on the shocks). We've tried radials, stiff sidewalls with tubes and without. Data says the ordinary bias ply slicks with tubes give the best 60ft results on our car but we do try to control the rear rise. You may find you run higher tyre pressure than you think you need too. I had an issue w/poor 60's a couple years ago, and "stiff" sidewalls helped cure the problem. They're not stiff all the way down the sidewall,only 2-2 1/2 in. down.(At least my Hoosiers are)and they do wrinkle some.
Any suspension will work better if the package is matched. For me, switching to Calvert 90/10's from CE's helped mash the stiffer slicks for some "gear" in the 60', then it gets back up on the tire. Before, I was seeing pics of the tires wrinkled up nearly 100' out.
You may be able to adjust your Caltracs to hit the tire more and adjust air press. accordingly but if not the new slicks might be the answer if you're stuck on leaf springs. It sounds like you are making enough power to consider ladder bars. Good luck
