Trying to gather all my random parts to get the Duster back together. Is this a 70-71 A-body seat?

That's a 72 Duster,72 Duster 340 and 72 Demon 340 model seat

Will 71 seat covers fit these frames if we use new foam?

Also I have some 73-later buckets but they do not have the hard backs. Are they the same frames?

I guess the easiest way to ask is...are there any other frames (not tracks) that are the same as 70-71 A-body?

Yes.
When I got my '71 Duster it had '72 interior in it (including card board head liner), and back seat. I did just what you asked and all turned out fine (but I had to get a '71 specific back seat). I put the right (fabric) head liner in too. One thing though. The back seat frame is a bit different from '71 to '72. But only in the way it attaches to the car. One screws in, the other uses bend over tabs. Also the way the frame slips into the front clips. One frame is a bit longer in this area (leaves a '72 seat in a '71 car loose fitting).
