Are the shoes on correct?Small front large rear.Are the adjusters on the right sides? Even though they should always hang up.Did you as suggested pull the master away from the firewall a bit and see if they still drag?Did you replace the hardware?Rocky

Yes if the piston in the master is not allowed to came all the way back, the brakes will hang up because the fluid cannot return to the master.
