2001 ram 318 4x4 loaded. Low beams only work when tilt column is all the way up. High beams work in all positions. Fog lights also work. Could it be the turn signal/high beam switch? A ground? Frayed wire? Any suggestions.

yes to all of the above. pull the switch and test it for continuity in all positions. if it's good, pull the harness, and look for damage. checking dash ground, and column ground is a safe bet, before you start pulling parts.

pull the plastic column covers, inspect the wiring connector. You'll find a wire broken or pin pulled out. You owe me a beer if I'm right
